Qualifications:

Minimum of 20 year(s) of experience in Biological or microbiological sciences, environmental and biological consulting, and/or transfer of scientific discoveries to the public. OR PhD Degree in Agricultural science, biology, environmental science, plant science, soil science or a closely related discipline

  • Having served as Deputy Administrator within USDA-ARS, preferably for Natural Resources and Sustainable Agricultural Systems.
  • Experience required with Windows, MS Word, MS Excel, Power Point
Duties:

Responsible for providing advice and guidance for Natural Resources and Sustainable Agricultural Systems (NRSAS) Project Plans (in National Programs 211, 212, 215, 216) that involve engineering research, plant and soil science research, systems-level research, data integration/collaboration, and significant engineering, hydraulics, or systems design components. Provide advice and guidance on the future redirection, termination, and creation of Project Plans with input from associated Office of National Programs, National Program Leaders, and Area and Center Director's Offices. The enrollee will serve as a subject matter expert on topics such as plant science, hydrology, soil science, agronomy, irrigation, nutrient utilization, water conservation, data, modeling, climate change, sustainability and similar. Responsible for developing an NRSAS master plan in collaboration with the Office of National Programs. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.   • Advise and provide guidance on program planning and priority setting of NP 211 (Water Availability and Watershed Management), NP212 (Soil and Air), NP215 (Rangeland Ecosystems) and NP 216 Sustainable Agricultural Systems) projects, collaborating with National Program Leaders in project planning, and conferencing with stakeholders.    25%
  • Advise and provide guidance on NP 211, NP212, NP215 and NP216 or other Program Review and Evaluation. As requested, participate in project reviews and conference via Zoom with the scientists on their existing and future project plans. As needed, negotiate on these plans with Area Directors and/or Center Directors. Advise and provide guidance on the research objectives, review and technology transfer.    25%
  • Advise and provide guidance on Program Coordination and Communication within the USDA and among other federal agencies.    20%
  • Advise, provide guidance and engage in teamwork with Office of National Programs, National Program Leaders on research planning, coordination and collaboration. As requested, serve on research scientist candidate reviews, and collaborate with NGOs, also with the USDA office of the Secretary.    20%
  • Advise and provide guidance to top administrative personnel in the various USDA and other agencies on important research questions concerning soils, soil biology, climate, greenhouse gas, and soil/environmental interactions.    10%
