The Senior Environmental Employment (SEE) Program offers unique opportunities in Scientific, Technical, and Administrative / Office support for individuals age 55 and over and per EPA Policy applicants must be US Citizen to support the Environmental Protection Agency (EPA) through a grant administered program through National Experienced Workforce Solutions (NEW Solutions). Qualifications:

Minimum of 10 year(s) of experience OR BA/BS Degree in General Sciences or Emergency Management OR Previously completed training in National Incident Management System (NIMS), Homeland Security Exercise and Evaluation Program (HSEPP)

  • Experience required with Windows, MS Word, MS Excel, MS Access, MS SharePoint, MS Teams, MS Outlook, MS OneDrive, Copying Machine, Scanner
  • Microsoft Suite (Word, Excel, Access, SharePoint, Teams, Outlook, OneDrive)
Duties:

The individual will support the Section Supervisor and staff in the areas of emergency planning and preparedness. The program areas are the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the Clean Water Act (CWA), and the Emergency Response Planning and the Community Right to Know Act (EPCRA). A knowledge of exercise design and facilitation, training and development of contingency plans is needed as well as experience in the emergency management field. The individual will function independently once assignments have been given.

  • Coordinate and design complex, multi-Agency response exercises and participate in preparedness meetings and activities, such as Regional Response Teams and Area Committees. Compiles reports and provides guidance to EPA in the development and updating of high-level contingency and other relevant plans and documents which are the frame work of EPA?s Preparedness Program.   35%
  • Provides guidance, consultation, and facilitation for the EPA project team by planning, designing, executing, and evaluating exercises supported with exercise-related products. Supports and guides EPA in the planning and design phases by developing products such as the Exercise Plan (EXPLAN), Controller/Evaluator (C/E) Handbook, Master Scenario Events List (MSEL), and player briefings for Field Training Exercises (FTXs), Tabletop Exercises (TTXs), Command Post Exercises (CPXs), and other exercise events.   35%
  • Develops After Action Reports (AAR) based on HSEEP guidance for exercises and real- world events which will improve EPA?s and other Agencies? response to future high profile incidents and emergency responses.   10%
  • Develops, coordinates, schedules, and assists in the execution of all levels of training and administration of exercises.   10%
  • Provides technical assistance and programmatic guidance to EPA, and other federal, state, local, tribal, private sector, and non-profit partners drawing upon the enrollee?s past experience and expertise.   10%
