Highway Maintenance Foreman

Definition and Examples of Work

  • Directs the work activities of crews and highway maintenance workers in the maintenance and repair of the roadway and right-of-way.
  • Establishes work schedules and assigns and monitors work to meet production requirements.
  • Explains and demonstrates work procedures and methods.
  • Provides employee training to ensure safety.
  • Performs work tasks such as patching and sealing road surfaces, mowing right of way, seeding and sodding, litter and trash clean up, and erecting, removing and repairing snow fence, guardrails and signs.
  • Paints traffic lines, clean and grade ditches and shoulders, resurfaces, repairs and cleans drainage structures and repairs bridge decks.
  • Maintains equipment, material, personnel and payroll records and prepares related reports.
  • Organizes and schedules equipment and manpower for snow removal.
  • Investigates and determines action to take on complaints from the public.
  • Operates hand tools and light and heavy construction equipment including dozer, track loader, track excavator, backhoe, skid steer, high loader, road grader, etc.
  • Manages designated team members to include directing work assignments, coaching and development, managing performance, and conducting employee performance evaluations.
  • Additional duties may be assigned as business needs require.

This position works independently and as part of a team, including providing input and problem solving with others to complete tasks. The position has considerable independence in planning and executing general work activities in alignment with provided instructions pertaining to programming, desired results, and work procedures. New, specialized, or complex operations receive more guidance. The position delegates to others, provides coaching and training in a formal/informal manner, and is responsible for providing performance feedback. Provides input to decisions regarding hiring, promotions, employee discipline, termination, and other employee status decisions. Negotiation and persuasion is used with internal/external customers and/or vendors. Decision making may be done independently in alignment with established procedures and policies. Successful completion of job tasks impacts operating costs, internal system, customer satisfaction, external company image/liability. Work is reviewed for overall quality and effectiveness in meeting work requirements.

Work Environment

  • Primarily works in shop or outdoor environment, with occasional work in office. Frequent driving between work sites is required.
  • Frequently works outdoors in all weather conditions with exposure to high heat, cold, wind, dust, high humidity.
  • May frequently be exposed to moderate to loud noise, fumes, airborne particles, and chemicals; occasional exposure to chemicals.
  • May occasionally work in confined, enclosed spaces, or underground.
  • May work in adverse weather conditions, such as icy and snowy conditions, for extended periods of time.
  • Requires use of personal protective equipment as needed.

QUALIFICATION

Required Knowledge, Skills and Abilities

  • Knowledge of the equipment, material and practices used in highway and bridge maintenance and repair.
  • Knowledge of the applicable work safety rules and procedures.
  • Ability to organize and supervise employees performing manual, semiskilled, and skilled tasks.
  • Ability to read basic engineering plans and drawings.
  • Ability to operate hand tools, power tools, and light and heavy highway and bridge maintenance equipment, including dozer, track loader, track excavator, backhoe, skid steer, high loader, tractors, mower, dump truck, mobile sweeper, road grader, plow truck, rock saw, asphalt mill, lifts, welder, torch, drills, air compressor, crack sealer, fork lift.
  • Ability to understand and follow written and oral instruction.
  • Ability to maintain records and prepare basic reports.
  • Ability to establish and maintain effective working relationships with employees, supervisors and the public.
  • Ability to operate computer, phone and general office equipment and peripherals.

Required Education and Experience

  • High school diploma or equivalent.
  • Minimum five years of experience in highway maintenance and repair including some supervisory experience.
  • OSHA training

Certification, License, Registration

  • CDL Class A
  • Tanker endorsement and air brakes
  • Defensive driving
  • CPR/First Aid
  • Underground storage tank operator certificate, preferred
  • Hazmat supervisor classes, preferred
  • Dig safe classes, preferred
  • Surface treatment, preferred
