For over 25 years, National Experienced Workforce Solutions (NEW Solutions) has specialized in connecting experienced workers (ages 55+) with full-time and part-time job opportunities that support the critical missions of Federal Agencies across the United States. NEW Solutions connects experienced workers (ages 55+) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP). *This position will be open until filled.

Qualifications:

Minimum of 10 year(s) of experience in nutrition, food systems, project management, outreach, information technology. OR PhD Degree in Nutrition

  • Nutrition scientist; food industry experience; business acumen; program evaluation and strategic planning experience; exceptional communication skills.
  • Experience required with Windows, MS Word, MS Excel, MS Access, Power Point
  • Statistical program
Duties:

Serve as senior strategic advisor to Center Director and Food for Health of People and the Environment Laboratory (FHPEL) program, including review and evaluation of current programs, opportunity mapping and development of strategic plan to facilitate use of services, meet stakeholder needs and support the mission of the BHNRC. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies' areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.

  • Review and evaluate FHPEL programs. Provide guidance in support of development of strategic plan for the unit, including needs assessment and opportunity mapping.    35%
  • Consultation and review of requests for access to research infrastructure /inquiries about USDA FoodData Central, comprehensive data system on food and its components and the Human Studies Facility.    25%
  • Develop and implement outreach and engagement strategy, including narrative materials/promotional collateral, to promote participation in and use of FHPEL programs among stakeholders and the scientific community, emphasizing the delivery of science- based information and technologies that facilitate the understanding of how food components and the food system could be used to meet/improve health disparities and nutritional needs identified through precision nutrition approaches, meet agricultural producers' and processors' needs sustainably, and meet consumers' demands for high quality, safe, affordable and nutritious food.    15%
  • Specialized administrative functions, including evaluating research proposals; providing technical and scientific guidance to research project teams across USDA and other federal agencies; ensuring work is aligned with agency standards for transparency, functionality and data quality of databases.    15%
  • Administer current processes related to use of FHPEL services by internal and external scientists for research projects that align with goals and mission of the unit. Review, evaluate and provide guidance for process optimization to meet stakeholder needs.    10%

  • Training will be provided as necessary by the agency.
  • Travel Requirements: Occasional to attend scientific meetings; site visits.
  • Overnight travel: 3-7 days, 2-3 times a year.
  • Air travel anticipated: 3-7 days, 2-3 times a year.
