NEW Solutions connects experienced workers (ages 55+) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP). *This position will be open until filled. NOTE: This position has the option to work remotely.

Qualifications:

Minimum of 10 year(s) of experience in Engineering Project Management OR BA/BS Degree in Engineering

  • Technical engineering experience in design and construction projects. Lab and/or agricultural experience preferred.
  • Experience required with Windows, MS Word, MS Excel, Power Point
  • Adobe Acrobat, RSMeans Online, some knowledge of AutoCAD and project management software.
Duties:

This position is responsible for technical engineering support for a variety of facility projects from initial concept planning, development of full biddable engineering design and construction packages ready for contract procurement and technical administrative support of the project through completion and closeout for the Northeast Area Administrative Office. Work is conducted closely with USDA staff to develop and manage projects within USDA guidelines and procedures and selectee must utilize established forms and standardized filing procedures as required. Work is primarily sedentary. However, some work must be performed in field locations requiring walking a considerable distance or climbing heights using a ladder to reach roof-tops, catwalks, etc. to view the site, conduct meetings and inspect project performance. NOTE: This position has the option to work remotely.

  • Provide engineering design management support for all assigned projects. The design tasks include review of design submissions (i.e., design analysis, specifications, and drawings), cost estimates, engineering calculations, code analysis, approvals by local authorities and participation in design review meetings.    35%
  • Provide engineering construction management support for all projects. The construction tasks include review and recommendation of administrative and material submittals, monitor contract schedules, review contractor requests for information, and participation in construction progress meetings.    35%
  • Develop full Architect-Engineer (A/E) design packages to include Project Requirements Document (PRD) and Independent Government Cost Estimates (IGCE) for various facility repair projects.    15%
  • Develop full procurement packages for facility repair projects to include technical scopes of work (SOWs), drawings, specifications, IGCEs and technical evaluation factors for various facility repair projects.    10%
  • Perform as a Project Coordinator and assist in coordinating the successful establishment and execution of the FY25 NEA HPRL and UPL projects, including management and tracking of Area facilities related activities.    5%

  • Training will be provided as necessary by the agency.
  • Travel Requirements: Travel may be required to NEA facilities as required for Project Development and Construction Management services.
