ACCOUNTS PAYABLE & PAYROLL SPECIALIST

JOB SUMMARY:
Under the general supervision of the County Finance Director, the Accounts Payable (A/P) & Payroll Specialist performs duties in support of the County accounts payable and payroll operations.  The position is responsible for processing the weekly accounts payable and bi-weekly, multi-departmental payroll functions in accordance with the County’s policies and procedures.

Performs a variety of technical accounts payable duties including coding, computation, and entry of accounting transactions into the County’s automated fund accounting system.  Processes and distributes payments on a weekly basis.  Prepares a variety of A/P reports for County Commissioners, Elected Officials and Department Heads.

Ensures payroll transactions are entered and reviewed for accuracy, transmits payroll electronically to third party payroll processor, prepares transfers for benefits and employee deductions, and researches payroll issues when necessary.  Prepares a variety of payroll reports for Elected Officials and Department Heads.  Functions as the primary payroll information resource for Elected Officials, Department Heads, managers and County employees. 


PRINCIPAL JOB DUTIES:

Accounts Payable:

The following are to be done in accordance with established procedures or policies:

  • Oversee Accounts Payable process.
  • Using chart of accounts, determine for subsequent review the proper coding for entering accounting transactions into the accounting system.
  • Review work of A/P data entry personnel.  Notify personnel of incorrect or incomplete accounting documentation and request revised paperwork or additional information.
  • Answer questions concerning payments, deadlines, etc., and procedures used to process transactions by department.
  • Process final Accounts Payable payments.
  • Prepare weekly Warrant Register for Board of County Commissioner approval.
  • Prepare and distribute compile A/P reports on an as needed basis.
  • Prepare monthly A/P reports for publication.
  • Maintain vendor records.
  • Perform cash receipting for certain cash payments to the County, to include, but not limited to grant reimbursements, judicial payments, telephone billings, and other miscellaneous payments.  Transmit payments to the County Treasurer with proper account coding. 
  • Administer Budget/Finance section of County website.
  • Other accounts payable duties as assigned. 

Payroll:

  • Oversee Payroll process.
  • Act as liaison between Finance and Human Resources Departments with respect to payroll-related matters.
  • Review and verify electronic timesheet information for accuracy and completion. 
  • Prepare bi-weekly payroll in accordance with established procedures or policies.
  • Review computation of wages and deductions for entry to third party payroll processor. 
  • Review adjustments to pay related to previous errors or retroactive increases.  Maintain records associated with all payroll adjustments. 
  • Review payroll tax payments to assure they have been done according to regulations. 
  • Keep current on all tax rules and regulations.
  • Prepare semi-annual Payroll reports for publication
  • Review and prepare for approval and payment of payroll-benefit related invoices  
  • Other payroll-related duties as assigned. 

MINIMUM JOB REQUIREMENTS:

REQUIRED EDUCATION:

  • Associates Degree in the Accounting/Bookkeeping field or any equivalent combination of education and training/experience which would provide the required knowledge, skills, and abilities to perform the job. 

REQUIRED EXPERIENCE:

  • Strong understanding of accounts payable processing, practices and procedures.  Two to three years of A/P experience preferred.
  • Strong understanding of payroll processing practices and procedures.  Two to three years of payroll experience preferred.

REQUIRED KNOWLEDGE, SKILLS, & ABILITIES:

Accounting - Ability to learn a variety of bookkeeping and accounting principles, techniques, procedures, and methods.  Individual in this position must have knowledge and understanding of payroll processing practices and procedures.

Equipment - Must be proficient in the use of computers, 10 key calculators, fax machines, scanners, and copiers. 

Software - Must be proficient in the use of accounting software applications.  Knowledge of Springbrook and/or Paylocity is desirable.  Must be able to utilize spreadsheet software programs such as Excel

Clerical - Must be able to perform at a basic level in typing, filing, and other general office skills.   Must have the general knowledge of office practices and procedures. 

Customer and Personal Service – Ability to accurately and effectively transmit and receive information that is necessary to the accomplishment of goals and objectives including effective written and oral communication; ability to keep customers, subordinates, peers, and supervisors informed; and the ability to listen.  A high level of professionalism and confidentiality.  Understand, interpret, and communicate complicated policies, procedures, and protocols. 

Mathematics - Must be proficient in mathematical, analytical, and problem solving skills.  Also, must have the ability to make mathematical computations rapidly and accurately. 

Financial Analysis & Research - Research, compile and summarize a variety of information and statistical data and materials; prepare clear and concise reports, correspondence and other written material.
