The NPS Experienced Services Program is a unique partnership created to help solve the workforce issues facing government agencies. The program connects experienced workers (age 55+) to the NPS to provide scientific, technical, and administrative support. NPS ESP positions are meant to provide temporary, project-based support. This position is currently funded for an estimate of 48 weeks. A background security investigation may be required prior to the start date.? Only those positions with 30+ hours per week are eligible for health insurance benefits; all positions will accrue sick leave.? The experienced workers participating in the Program are referred to as ?Enrollees? and are not employees of the NPS or NEW Solutions. NEW Solutions is the ESP non-governmental organization responsible for administrative aspects of the program, and the Enrollees work under NPS direction to assist the Agency staff in carrying out their mission.? NPS ESP Enrollees benefit from the opportunity to keep technical skills current; to access new training opportunities; to engage in gainful project-based positions; and to undertake meaningful tasks using their experience and talent to contribute to the environment, the national economy, and their own financial security.

Qualifications:

Minimum of 20 year(s) of experience in Section 106 of the NHPA OR PhD Degree in Anthropology, Archaeology, Environmental Compliance, Project Manager

  • Archaeology, experience with Secretary of Interior?s Standards for the Treatment of Historic Properties
  • Experience required with Windows, MS Word, MS Excel, Power Point
  • Adobe Acrobat; MS Teams, Outlook, Sharepoint
Duties:

Enrollee will support Death Valley National Park on flood recovery compliance activities related to archaeological, historical, and traditional cultural properties. Enrollee will provide compliance assistance to other parks with disaster recovery, as needed and time allows.

  • Provide authoritative recommendations on NHPA compliance work related to mining sites and sites associated with abandoned mine land sites, unpaved roads, and related to other park assets.   20%
  • Work with park staff to develop a flood model for assessment for the purposes of planning Section 110 and 106 survey work   20%
  • Assist with the development of a Programmatic Agreement with SHPO to define areas of major cultural resources concerns related to abandoned mine land work or flood recovery work and prepare correspondence with State Historic Preservation Officer (SHPO).   20%
  • Review of NEPA analysis and other cultural resource related reports prepared by park staff or third parties, including CalTrans and NPS contractors   20%
  • Leverage and engage archaeological staffing from within and outside NPS to scale compliance field work and consultations for work pending   20%

  • Travel Requirements: 3 to 4 trips over the 30 week time frame
  • Overnight travel: 3 to 4 three-day trips
  • Air travel anticipated: 3 to 4 three-day trips
  • Rental cars: 3 to 4 three-day trips
  • Health and Safety Considerations: Review of appropriate Job Hazard Analyses for defensive driving, field work, working on construction sites, etc.
  • Physical requirements: Work is generally performed in an office setting, with occasional field work visits. Limited travel to project sites is expected.
  • Remote work arrangements are available for this position.
