Senior Staff Engineer, Compliance
As an Senior Staff Engineer, Compliance, you will be responsible for planning, coordinating, and executing approval and certification processes for DAS, Repeater and Small Cell products in compliance with international standards (e.g., CE, FCC, ISED, RED, ISTA, …). You will leverage your technical understanding to advise on the scope of testing and develop specialized expertise to ensure compliance with regulatory and customer requirements. The key objective would be to discuss technically with multiple suppliers the best approach to cover the request and select the best supplier in order to minimize cost and time.
Key Responsibilities
- Review and Identification of applicable Markings
- Identify necessary markings based on regional deployment (CE, FCC, ACMA, ISED, OFCOM, other). Review of PED and discussion with regional markets about local requirements.
- Identify and discuss with test house necessary tests to ensure compliance with Andrew product quality rules and customer requirements.
- Documentation of required tests to be performed to place the product on the market (RF conformance, Environmental, Safety, EMC/EMI, SAR, NRTL, …).
- Selection of appropriate Pass/Fail criteria.
- Similarity assessment.
- Marking body engagement in case of application of non-harmonized standards and discussions with TCB for Permissive Change.
- Clarification with the testing body about testing and certification requirements.
- Research of regulatory requirements in new markets (for example Japan).
- Following changes and updates of standards.
- Consultant for interpretation of standards.
- Risk assessments (for example for RED).
- Coordination of Certification Processes
- Obtain, review, and evaluate offers from multiple test houses for the certification.
- Schedule appointments with test houses and ensure adherence to project timelines.
- Define required test device setup and organize the transport of test devices to test houses.
- Test Preparation and Execution
- Prepare RF devices for testing, including providing additional materials such as cables, adapters, or specific test setups.
- Communication with test engineers and planners in the test labs.
- Support of on-site testing at test houses.
- Create test instructions and other necessary documentation (e.g., test plans, photo documentation, documents collection, …)
- Review and Documentation
- Review and assess test reports for completeness, accuracy, and compliance with regulatory requirements.
- Prepare and maintain documentation required for certification (e.g., technical documentation, risk assessments).
- Ensure traceability and archiving of all relevant documents.
- Technical Expertise and Advisory Role
- Build and deepen technical knowledge in RF technologies and certification standards (e.g., RED, ETSI, FCC, ISED, EMC/EMI, safety, cyber security, …).
- Advise on defining the scope of testing in collaboration with engineering, quality, and PLM to develop efficient and compliant test strategies.
- Support the Project Management team in integrating certification requirements into product development plan.
- Support engineering with regulatory requirements from the start of a project.
- Support PLM in RFQs and customer requests for product compliance.
- Support audits (e.g., annual Phoenix audit, NRTL audit, …).
- Selection and proposal of the appropriate test lab.
- Building a knowledge database for regulatory requirements.
- Review of user documentation (e.g., user manual, product label content, …)
- Stakeholder Management
- Coordinate with internal departments (e.g., Product Management, Development, Quality Assurance) and external partners (test houses, regulatory authorities).
- First point of contact for product compliance matters.
Requirements
- Basic understanding of RF technologies and mobile communication standards (e.g., GSM, 3G, 4G, 5G, …) or willingness to acquire this knowledge.
- Basic understanding of measurement methods and techniques from the applicable standards or willingness to acquire this knowledge.
- Knowledge of regulatory standards (e.g., RED, CE, FCC, ISED, ACMA, OFCOM, …) or willingness to acquire this knowledge.
- Knowledge of other standards and requirements (e.g., RoHS, Health, Safety, Packaging, Environmental, …) or willingness to acquire this knowledge.
- Knowledge of Andrew DAS, repeater, and Small Cell products or willingness to acquire this knowledge.
