Position: Intermediate Contract Administrator

Position Summary:

IMRI is seeking a detail-oriented and experienced Intermediate Contract Administrator to join our team. This role plays a critical part in supporting a Federal Government customer's contracting operations by ensuring compliance, precision, and efficiency in all procurement processes. Leveraging expertise in acquisition policies and processes, this individual will contribute to impactful decisions and deliver solutions that align with IMRI's excellence in contract administration. With a focus on fostering collaboration and ensuring operational success, this position serves as a pivotal resource in advancing our contracting efforts.

Key Responsibilities:

The Intermediate Contract Administrator will perform a variety of essential functions that support successful contract and procurement management, including:

Contract Administration and Compliance:

  • Safeguard sensitive information in accordance with FAR 3.104.
  • Assist in the development and execution of approved acquisition strategies that align with agency requirements.
  • Prepare and maintain documentation for competitive and non-competitive procurements for Contracting Officer (CO) review and approval.
  • Provide analysis, recommendations, and advice to support CO decisions on contractual matters.
  • Ensure alignment with acquisition policies, directives, and regulations.

Procurement and Documentation Support

  • Prepare electronic synopsis announcements, task orders, modifications, solicitations, and amendments for CO approval and issuance.
  • Assist in the development of evaluation criteria, source selection plans, and award fee plans to enhance procurement strategies.
  • Support source selection teams in proposal reviews in accordance with FAR Part 15 and applicable agency guidelines.
  • Conduct technical and cost/pricing data research and analysis to assist in evaluations of contractor proposals.

Reporting and Communication

  • Draft reports, correspondence, legal documents, and agency responses for CO and leadership review.
  • Construct agency reports and responses to protest actions or other claims filed against the agency.
  • Enter, review, and update data in contract writing systems and other specialized databases to ensure accuracy.
  • Track and document milestones throughout the contract management lifecycle.

Administrative and Financial Coordination

  • Support meetings, site visits, and conferences related to contract and procurement operations.
  • Assist in securing timely voucher payments and properly managing obligations and funds in coordination with Defense Finance and Accounting Service (DFAS) or other paying entities.
  • Provide general administrative support to contracting personnel, including file preparation, document drafting, and distribution.

Closeout and Compliance Tasks

  • Assist in contract closeout, ensuring all requirements are met and final documentation is completed.
  • Review and draft responses to inquiries such as Freedom of Information Act (FOIA) requests, agency reports, and Congressional and Inspector General (IG) inquiries.
  • Ensure adherence to rules prohibiting contractor employees from performing inherently governmental functions as outlined in FAR 7.503.

Qualifications and Skills

Experience:

  • A minimum of 6 years of contracting experience supporting a Federal Government Agency, with a preference for Department of Air Force contracting.
  • At least 2 years of experience in base-level support, including purchasing commercial supplies/services and minor construction.
  • Experience in construction contracting is highly preferred.

Education:

  • Bachelor's degree in any field is required.
  • Experience substitution: Contractors without a bachelor's degree must have one of the following:
  • 8+ years of contracting experience within a Federal Government Agency.
  • 6+ years of contracting experience within the Department of Air Force.

Certifications:

  • DAWIA Contracting Professional, FAC-C Professional, or equivalent certifications.
