Technical Communications Coordinator 1-2
SUMMARY:
This evolving position is located in Emergency Preparedness and Response Program (EPRP) with the Oklahoma City-County Health Department (OCCHD). The position is primarily responsible for support of the EPRP and Department Command Center (DCC), alternate DCC and mobile command center. Activities include maintaining and testing a variety of radio systems; maintaining associated documentation for radio systems; maintaining computers; maintaining and operating audiovisual system for DCC; establishing and maintaining partnerships with outside agencies and track command and communication resources; developing and maintaining informational displays utilizing geospatial analysis software.
PRINCIPLE DUTIES AND RESPONSIBILITIES:

This position functions at Program Management level (Tier 2) as defined by the Council on Linkages Core Competencies for Public Health Professionals in the Emergency Preparedness and Response Program with integration of all Core Competency Domains. ESSENTIAL JOB FUNCTIONS:
- Developing and maintaining contacts between OCCHD and other response agencies.
- Working with EPRP staff to coordinate OCCHD's plans and exercises with emergency planning and response entities in the county and with state and federal agencies.
- Supporting the EP Training Coordinator in developing and coordinating the OCCHD participation in the Homeland Security Exercise and Evaluation Program.
- Working with the EP Training Coordinator to prepare after action reports/improvement plans and corrective action plans.
- Conducting assessments and analyses of public health system capabilities.
- Assisting the Strategic Planning Coordinator in developing and maintaining plans and procedures relevant to the Emergency Preparedness and Response Program.
- Operating a personal computer to produce reports, program radios and any other required operations.
- Assisting in planning, development, and implementation for communication portion of drills and exercises.
- Operating radios for weekly check-ins for local, state, and federal agencies (e.g., VHF, UHF, HF, 800Mhz).
- Providing input for equipment selection as well as installing, testing, and maintaining all equipment in DCC.
- Operating audiovisual system for incidents, events, and exercises.
- Maintaining inventory of equipment including appropriate logs, equipment maintenance, and Net check-ins.
- Responsible for writing and maintaining procedures for DCC operations, including primary and backup DCCs and the mobile command unit.
- Coordinating with state and regional online data collection and dissemination system (e.g., WebEOC and EM Resource).
- Maintaining inventory tracking system and other Emergency Response software (e.g., Salamander).
- During exercises and incidents, primary role will be DCC Manager.
- Conducting assessments and analyses of capabilities in deploying mobile command post and DCC.
- Interacting with individuals and groups in developing resources, creating informational materials, and conducting training.
- Conducting OCCHD call down notification and maintain mass notification service.
- Collecting data.
- Generating documents and reports.
- Utilizing geospatial analysis software to generate informational displays and dashboards.
- Providing technical assistance and consultation to OCCHD personnel and the community.
- Making presentations to a wide variety of groups.
- Driving to various locations in the county to perform duties.
- Completing required training in support of duties and responsibilities of this position.
- Participating in preparedness related conferences, training, workshops and exercises.
- This position will maintain the DCC and mobile command unit in a state of readiness.
- At the direction of OCCHD Chief Executive Officer and Chief Health Officer or designee, the incumbent will be assigned a variety of specific job duties and responsibilities as a member of the OCCHD Emergency Preparedness and Response Program Team (i.e., Public Health Preparedness and Response program). Also, as a member of the Emergency Preparedness and Response Program Team, the incumbent is required to complete all necessary responder training and may be designated as a member of the first-responder team.
- In accordance with our designation of a PHAB Accredited health department and explicit commitment to a culture of continuous quality improvement, employees will receive Quality Improvement (QI) training deemed necessary by their supervisor.
QUALIFICATIONS/REQUIREMENTS:
-Valid Oklahoma driver license required
-Valid Amateur Radio license issued by the Federal Communications Commission
-Additional related communications and/or computer licenses preferred
LEVEL 1 -Master's degree in Emergency Management, Computer Science, Engineering or related field with three years of experience in Emergency Management and/or related field or Bachelor of Science in related field plus four years of experience in related field, pay grade 15, $2,636 per pay period
LEVEL 2 -Master's degree in Emergency Management, Computer Science, Engineering or related field with four years of experience in Emergency Management and/or related field or Bachelor of Science in related field plus five years of experience in related field, pay grade 16, $2,845 per pay period

WORKING CONDITIONS:
-Primarily indoor operation with some outdoor operation
-No smoking or use of non-smoking tobacco products is allowed at any time while conducting OCCHD business or in OCCHD vehicles
-No use of cell phones or the use of electronic wireless communications devices used to write, send or read a text-based communication while driving a motor vehicle on OCCHD business
-May be subject to sitting and/or standing for prolonged periods of time
-May be exposed to prolonged glare from computer screens
-OSHA category: performs tasks that involve no exposure to blood, body fluids, or tissues
PHYSICAL REQUIREMENTS:
-Arm/hand steadiness and digital dexterity enough to use equipment such as personal computer, ten-key, handheld radios, desktop radio sets, keyboard, FAX machine, etc.
-Vision enough to read computer printouts, hand- or machine-generated documents, etc., as well as print on computer monitor
-Speech and hearing enough to communicate with others, both via telephone, radio and face-to-face
-Flexibility to bend, stoop, and pull to perform tasks such as pulling cable or installing antennas
-Flexibility and strength enough to lift and move equipment and supplies weighing up to 50 pounds
-Ability to climb stairs and ladders
-Ability and willingness to be fitted for and wear personal protective equipment
-Ability to drive a forklift
-Ability to drive pickup truck with trailer attached
WORKING RELATIONSHIPS:
This position requires frequent contact with other employees, visitors, clients, applicants, etc., to give and receive information and/or to provide technical assistance.
SUPERVISION GIVEN AND RECEIVED/ACCOUNTABILITY:
This employee is under the direction of an immediate supervisor. Work product is subject to both specific and general review. The incumbent has no supervisory responsibilities. Although this position has no direct accountability for any money or materials, the employee may make recommendations which result in the expenditure of significant funds
OTHER DUTIES AND RESPONSIBILITIES:
-Must have an operating vehicle available for use when field duties are required
-May be required to become forklift certified
-Will be compliant on recommended immunizations required by the CDC as a healthcare worker and as defined within the scope of Emergency Response within 30 days of hire. Exceptions accepted with documented medical or religious accommodation. OCCHD will provide vaccinations at no charge to employees.
-May be required to work outside of regular business hours or assigned shift hours due to job responsibilities
CONDITIONAL:
Employees who fall into the following categories are in conditional employment positions: a) Chief Executive Officer and Public Health Officer; b) Senior Executive Team, Executive Team and Leadership Team employees who serve at the pleasure of the OCCHD Chief Executive Officer and Public Health Officer; c) certain other OCCHD employees whose salaries, benefits, and/or overhead are based on available funds such as, but not limited to, revenue generating contracts, grants, or fee-for-service revenue. In other words, this means that if the funding or the program is terminated, cancelled, or non-renewed, your employment terminates automatically. This position is conditional.
