NEW Solutions connects experienced workers (ages 55+) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP).

Qualifications:Minimum of 10 year(s) of experience in managing research collaborations between a University and ARS. OR BA/BS Degree in Food and Human Nutrition. - Program management.
- Experience required with Windows, MS Word, MS Excel, MS Access, Power Point
- ARIS, AIMS, Concur, ARMPs, etc.
Duties:Manage the information flow from ARS to Boston through the Administrative Officer. Provides background information on the collaboration nuances to help ARS maintain oversight and account for over $15 million in research agreements with Tufts University at Boston, MA.
Administrative Officer or Program Management experience required. The ability to understand the budgetary and agreements systems of ARS and liaise with a university to accomplish ARS's mission is an essential function of this role.
The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees. - New Program Analyst ? showing as relevant below and reviewing the Tufts agreements, terms, ARIS/AIMS related documents. Assist new Research Leader with ARS/HNRCA practices and procedures if needed. 30%
- 115 processing with Tufts. Processing LOIs with Tufts. If needed, name trace clearance tracking and communication. 30%
- Demonstrating and explaining these processes as adapted with Tufts for a new PSA or detail PSA, Program Analyst. 20%
- Explain ARIS/AIMS related items such as agreements and amendments. 20%
Other:- Training will be provided as necessary by the agency.
