The NPS Experienced Services Program is a unique partnership created to help solve the workforce issues facing government agencies. The program connects experienced workers (age 55+) to the NPS to provide scientific, technical, and administrative support. NPS ESP positions are meant to provide temporary, project-based support. This position is currently funded for an estimate of 15 weeks. A background security investigation may be required prior to the start date.? Only those positions with 30+ hours per week are eligible for health insurance benefits; all positions will accrue sick leave.? The experienced workers participating in the Program are referred to as ?Enrollees? and are not employees of the NPS or NEW Solutions. NEW Solutions is the ESP non-governmental organization responsible for administrative aspects of the program, and the Enrollees work under NPS direction to assist the Agency staff in carrying out their mission.? NPS ESP Enrollees benefit from the opportunity to keep technical skills current; to access new training opportunities; to engage in gainful project-based positions; and to undertake meaningful tasks using their experience and talent to contribute to the environment, the national economy, and their own financial security.

Qualifications:

Minimum of 20 year(s) of experience in historic preservation landscape design and project management. OR MA/MS Degree in historic preservation, landscape horticulture

  • Professional knowledge of the theories, principles, practices, and techniques of landscape architecture and historic preservation, particularly as they apply to the preservation of cultural landscapes.
  • Knowledge of federal cultural resources preservation legislation, policies, guidelines, and standards, particularly the National Historic Preservation Act and the Secretary's Standards and Guidelines for Archeology and Historic Preservation, and NPS Management Policies, guidelines, and standards.
  • Ability to interpret and apply current laws, policies, guidelines, standards, and technical information to formulate agency positions, conduct project reviews, and provide technical assistance and information regarding cultural landscape management.
  • Ability to perform historical research, conduct field investigations, analyze data, and prepare reports, plans, specifications, and cost estimates to support planning for cultural landscape preservation.
  • Knowledge of related resources management disciplines, such as history, architecture, archeology, ethnography, horticulture, and the natural sciences to ensure their proper consideration in research, planning, and treatment.
  • Experience required with Windows, MS Word, MS Excel, Power Point
  • PMIS (Project Management Information System)
Duties:

The enrollee serves as a specialist for parks in the region, specifically Chickasaw National Recreation Area, supporting ongoing efforts related to recovery from impacts from tornadoes that damaged and/or destroyed cultural resources, particularly built landscape features and vegetation. Enrollee has knowledge of the landscape architecture profession with advanced training in the principles, theories, concepts, methods, and techniques of preserving cultural landscapes. Cultural landscape preservation focuses on preserving a landscape's physical attributes, biotic systems, and use when that use contributes to its historical significance.

  • Review past documentation related to cultural landscapes in CHIC (CLIs and NHL nomination), with a focus on Flower Park.    20%
  • Review and note changes to historic character/character defining features and integrity (as described in 2004 CLR?no additional research required) between now (post tornado) and ca. 1940 (end of period of significance).   20%
  • Consider succession planning for vegetation/trees and provide some guidance.   20%
  • Develop a brief trip report that compiles critical information that would be of value to park and to master planning effort.   20%
  • Serve as consultant (on call) to assist contractor being brought in to develop master landscape management plan for Flower Park   20%

Other:
  • Travel Requirements: One trip of one week or less to assess site
  • Overnight travel: One trip of one week or less
  • Air travel anticipated: Depending on enrollee location, air travel may be required
  • Rental cars: Depending on enrollee location, rental cars may be required
  • Health and Safety Considerations: Site visits may require PPE and complying with standard operating procedures put into place to protect staff (i.e. Job Hazard Analyses). Incumbent will be trained in these SOPs and JHAs as well as proper PPE use.
  • Physical requirements: Ability to walk on uneven ground and remain out of doors for extended periods of time.
  • Remote work arrangements are available for this position.
