Mobile Clinic Logistics Specialist - 1-3 Conditional
SUMMARY:
This evolving position is located in the Operations Division with the Oklahoma City-County Health Department (OCCHD). The Mobile Clinic Logistics Specialist may work at various satellite clinics that may be established within the Oklahoma City/County area. The employee is primarily responsible for supporting mobile clinic operations through preparing and tracking supplies; and delivering supplies as needed to event locations. The employee is also responsible for preparing and tracking vaccine, preparing client forms and records, entering client information into the Oklahoma State Immunization Information System (OSIIS) and preparing maintaining and filing medical records on clients. Also, the employee may be assigned to assist with scheduling delivery of vaccine inventory to different locations, as well as assisting in the scheduling of clients or greeting of clients and visitors through the reception area of the mobile clinic units.
PRINCIPLE DUTIES AND RESPONSIBILITIES:

ESSENTIAL JOB FUNCTIONS:
- Prepares and packs supplies in preparation for mobile events or delivery of supplies.
- Drives to various locations to perform job duties as needed.
- Communicates with employees, clients, and the public in a professional and courteous manner.
- Operates a personal computer.
- Prepares, prints, numbers, labels, sorts, closes, and updates client medical records.
- Completes training in support of duties and responsibilities of this position, including Incident Command System (ICS) courses.
- Delivers vaccine to different locations as needed.
- Participates in Mobile Clinic events that may be held in the evenings and weekends or outside of regular business hours or assigned shift hours.
- Maintains vaccine integrity by following proper storage and handling procedures when delivering vaccine.
- Facilitates preventative maintenance on Mobile Clinic vehicles.
- Maintains event supply inventory and notifies supervisor of needs.
- Ensure documents and forms used by mobile clinics are current.
- Prepares and prints forms as needed in advance of mobile clinic events.
- Prepares client charts and records for mobile clinics as needed.
- Ensure accurate documentation of shot records in OSIIS.
- Receives, screens, and directs incoming telephone calls.
- At the direction of OCCHD Chief Executive Officer and Chief Health Officer or designee, the incumbent will be assigned a variety of specific job duties and responsibilities as a member of the OCCHD Emergency Preparedness and Response Program Team (i.e., Bioterrorism Response Program). Also, as a member of the OCCHD Emergency Preparedness and Response Team, the incumbent is required to complete all necessary responder training and may be designated as a member of the first-responder team.
- In accordance with our designation of a Public Health Accreditation Board (PHAB) Accredited health department and explicit commitment to a culture of continuous quality improvement, employees will receive Quality Improvement (QI) training deemed necessary by their supervisor.
QUALIFICATIONS/REQUIREMENTS:
-High School Diploma or GED
-Valid Oklahoma commercial driver license (CDL) preferred
-Experience working under Incident Command Structure preferred
-Certified in CPR within 90 days of employment
LEVEL 1 - One year of experience in inventory, shipping, receiving and material handling experience, pay grade 6, $1,359 semi-monthly
LEVEL 2 - Two years of experience in inventory, shipping, receiving and material handling experience, pay grade 7, $1,467 semi-monthly
LEVEL 3 - Three years of experience in inventory, shipping, receiving and material handling experience preferred, pay grade 8, $1,544 semi-monthly

WORKING CONDITIONS:
-Primarily indoors in climate-controlled buildings. Some duties may be outdoors in inclement weather.
-No smoking or use of non-smoking tobacco products is allowed at any time while conducting agency
business or in agency vehicles
-No use of cell phones or the use of electronic wireless communications devices used to write, send or read
a text-based communication while driving a motor vehicle on agency business
-Subject to driving to off-site locations in varying weather to perform job duties
-Subject to exposure to infectious diseases
-May be subject to prolonged periods of sitting, standing, and/or walking
-May be exposed to prolonged glare from a computer monitor
-May be required to wear protective equipment
-OSHA category: performs tasks that involve no exposure to blood, body fluids or tissues
PHYSICAL REQUIREMENTS:
-Arm/hand steadiness and digital dexterity enough to use equipment such as computer keyboard, typewriter, telephone, etc.
-Vision enough to read written communications such as computer printouts, instructions, hand- or machine-
generated documents, etc., as well as print on a computer monitor and gradation markings on syringes
-Flexibility and coordination enough to operate a motor vehicle as needed
-Speech and hearing enough to communicate face-to-face, via telephone and in a public place
-Flexibility and strength enough to lift objects weighing up to 50 pounds, and move and carry equipment and
supplies weighing up to 50 pounds
-Flexibility to bend, stoop, and pull to perform tasks such as filing documents
-Ability and willingness to be fitted for and wear a HEPA filter mask, if required
WORKING RELATIONSHIPS:
This position requires frequent contact with other OCCHD employees, State, County and Municipal employees, physicians, nurses, hospital and clinic personnel, and clients to give and receive information and/or to provide technical assistance. The employee will interact with a broad spectrum of socio-economic groups; tact and diplomacy are required in the performance of duties. The employee may be required to deal with hostile persons on occasion.
SUPERVISION GIVEN AND RECEIVED/ACCOUNTABILITY:
The employee performs job duties under the direction of an immediate supervisor. Job performance is subject to both specific and general review. Although this position has no direct accountability for any money or materials, the employee may make recommendations which result in the expenditure of funds.
CONDITIONAL:
Employees who fall into the following categories are in conditional employment positions: a) Executive Management; b) Leadership including, but not limited to Administrators, Managers and Officers, who serve at the pleasure of the OCCHD Chief Executive Officer and Chief Health Officer; c) certain other OCCHD employees whose salaries, benefits, and/or overhead are based on available funds such as, but not limited to, revenue generating contracts, grants, or fee-for-service revenue. In other words, this means that if the funding or the program is terminated, cancelled, or non-renewed, your employment terminates automatically. This position is conditional.
OTHER DUTIES AND RESPONSIBILITIES:
-Must have an operating vehicle available for use when field duties are required
-May be required to take the smallpox vaccination, and other vaccinations or inoculations, as a member of
the first-responder team
-This position may be required to work outside of regular business hours or assigned shift hours including evenings and weekends due to job responsibilities
