For over 25 years, National Experienced Workforce Solutions (NEW Solutions) has specialized in connecting experienced workers (ages 55+) with full-time and part-time job opportunities that support the critical missions of Federal Agencies across the United States. NEW Solutions connects experienced workers (ages 55+) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP). *This position will be open until filled. NOTE: This is a hybrid position and includes remote and onsite work in Manhattan, KS. Some travel is required.

Duties:

The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees. Physical requirements include walking, lifting up to 50 pounds. Some proof of vaccination may be required.

  • The NBAF Science Advisor serves in an advisory role for the planning and program development of the NBAF stand-up. This involves the interpretation and adaptation of broad programs and policy objectives regarding fiscal, human, and physical capabilities to stand up NBAF.    30%
  • Participates with the FADRU Research Leader and Senior Scientists to establish overall plans and goals for the transition activities from PIADC to NBAF. Establishes and plans overall objectives for stand-up transition activities, including managing project schedules, communications and plans for all transition activities. Works closely with NBAF operation leads and transition staff as required.   30%
  • Keeps abreast of NBAF research activities (federally conducted research and collaboration with industry) to ensure operational/programmatic standing up activities are accomplished. Serves as a senior resource during operational planning to ensure the efficient and effective execution of activities. Interprets broad program and policy objectives and participates in a wide variety of difficult and important decisions regarding program capabilities in relation to resource availability in order to ensure goals, timelines and expectations are met.   20%
  • Serves as liaison to the lead for FADRU in discussions with operations leads and transition staff including the ARS scientific staff and contractors to identify and address critical science transition activities and redirects efforts as necessary to achieved planned goals. Serves as a resource for information concerning the microbiological, biochemical, virological and biological sciences aspects in the transition of material, and Biosafety Level (BSL)3 laboratories' requirements and standards.   20%

  • Travel Requirements: Between NBAF and PIADC in Orient, NY.
  • Overnight travel: Travel will occur monthly for 1 week.
  • Air travel anticipated: Yes, one roundtrip flight for PIADC to Manhattan, Kansas each month.
  • Rental cars: Will be required for 1 week each month.
  • Health and Safety Considerations: Enrollee would need to complete all relevant required NBAF training to enroll in Occupational Health and Safety Program.
  • Remote work arrangements are available for this position.
