Chief Operations Officer
Under the supervision and direction of the Executive Director, the Chief Operating Officer will hold broad responsibility for the day-to-day coordination, support, and implementation of the Center's strategic initiatives and goals. This position will provide support and give direction to, and serve as a liaison between all operational, clinical, medical/psychiatric, financial, and performance improvement functions across each of the mental illness and substance use divisions. Strong knowledge of each function is vital to the success and effectiveness of the position. The Chief Operating Officer will serve as the senior executive in the absence of the Executive Director.
DESCRIPTION OF DUTIES:
Responsible for organizational administration of the agency to include direct oversight the following: strategic planning, personnel administration, facilities maintenance, financial matters, safety and security, office administration and information technology.
Provide operational oversight of all mental health and substance use programs, working closely with the Clinical Director in all clinical areas.
Responsible for informing and advising the Executive Director on strategic planning, purchasing, financial matters, staffing, maintenance, Information Technology needs and other operational matters of the agency.
Assesses the needs of the organization and oversee the operations of development of necessary programs for the better of the organization.
Responsible for direct supervision of staff so assigned:
- Provides direct supervision of Human Resources Director, ensuring the agency is compliant with HR policies and procedures, Alabama Administrative Code, CMS, and other regulatory guidelines relative to Human Resources.
- Provides direct supervision of the Chief Financial Officer to ensure the agency is compliant with all business office and financial policies and procedures.
- Provides direct supervision of the IT Director to ensure the agency is compliant with IT policies and procedures.
- Provides direct supervision of the Director of Office Administration to ensure the agency is compliant with business office policies and procedures, CMS, Alabama Administrative Code, and other regulatory guidelines, with the goal of excellent customer service guiding the operations of such.
- Provides direct supervision of Safety and Security Officer.
- Provides direct supervision of the Facilities manager, ensuring that all facilities are clean, meet Life Safety standards, and meet any other regulatory guidelines. Physically inspect each facility on a routine basis.
- Provides direct supervision of the Operations and Procurement Coordinator, ensuring all programs are adequately furnished and supplied.
- While not directly supervising the Clinical Director or Performance Improvement Director, has authority over these divisions in terms of operations and program management. This includes coordinating between the divisions with a unified goal or set of goals in mind, with authority delegated by the Executive Director, and reporting directly to the Executive Director on the execution of such.
Directly responsible for project management for any new programs and/or facilities, to include the acquisition, leasing, or sale of properties.
Assume responsibility of the agency in the absence of the Executive Director.
Briefs the Executive Director on pertinent financial matters and such other matters.
Prepares and presents Board reports as needed.
Collaborates with CFO and Executive Director in the preparation of a completed, balanced budget..
Manages the operations of services. Collaborates with CFO to ensure service provisions and program expenses meet budget expectations.
Serve on the Performance Improvement Committee and other committees as directed by the Executive Director.
Ensure that the operation of the agency complies with all local, state and federal requirements and regulations.
Responsible for ensuring program complies with AL Department of Mental Health’s Community Service Contract Service Delivery manual, Medicaid Provider Manual and any other applicable state and federal laws or regulations.
Maintain an open channel of internal communication with all staff.
Performance of other related duties as assigned by the Executive Director, to include but not limited to:
- Participating in training, staffing and other administrative meetings as scheduled
- Travel within or outside the catchment area for meetings
- Provide backup coverage for programs as assigned and/or when there is a vacant Director Position
- Attend meetings and events in the absence of the Executive Director
REQUIREMENTS:
Strong, demonstrated knowledge of both Carastar and the Department of Mental Health’s operations.
Considerable knowledge of organizational administration within a community mental health continuum of care.
Demonstrated excellence in communication and organizational skills.
Must be able to interpret complex, multidisciplinary policies, contracts, and systems to implement actionable, clearly understandable, compliant, and effective operations and practices.
Ability to utilize data systems in identifying, monitoring, and managing organizational key performance indicators
Knowledge of strategic planning, policy formation and analysis.
Ability to plan, organize, direct, delegate and coordinate the work of others.
Ability to communicate with Board, staff, and public.
Ability to maintain positive productive work relationships with Board, staff, and public.
QUALIFICATIONS:
Master's Degree from a recognized college or university in an administrative, educational or behavioral science field, with a minimum of five years post masters progressive experience in administration, personnel management. or experience with a combination of duties related to personnel and administration,
OR
Bachelor’s degree from a recognized college or university in an administrative, educational or behavioral science field, with a minimum of ten years post masters progressive experience in administration, personnel management, or experience with a combination of duties related to personnel and administration.
Master’s degree preferred.
Must hold a valid driver’s license and maintain a driving record which is acceptable to Carastar’s insurance carrier.
Must maintain at least liability coverage on personal vehicles.
