Heavy Haul OD Permit Manager
Opportunity Overview
The Heavy Haul (HH) Over Dimensional Permit Manager serves as a key resource for the ATS HH Division. Key responsibilities include managing all aspects of the HH permit department to ensure safe movement of loads while minimizing potential delays and reducing costs. Those aspects consist of people, resources, LME functionality, and State (local) relationships. The HH Manager will enhance customer and driver experience by ensuring knowledge distribution, problem solving while focusing on efficiency, service, quality and productivity of the department.
Position Responsibilities
- Manage, hire, train and direct the heavy haul permit group.
- Establish expectations, processes, and strategies and implement department changes.
- Lead with a focus on safety, quality and service; serve as a contact when escalation or additional creative thinking skills are required.
- Provide state information and permit limits for Permit Coordinators, Projects team, Driver Managers, and Customer Service.
- Ensure safe, timely, and profitable operations of the Heavy Haul Division through efficient route planning in accordance with government regulations while meeting company expectations, procedures, and profit objectives.
- Collaborate across departments & divisions to identify needs, brainstorm, and solve problems; gather and analyze information to offer alternative solutions and risk assessment.
- Serve as a liaison between Driver Managers, Drivers, Customer Service, Projects, Sentinel, and Brokerage for questions and investigate and resolve permit or route related problems.
- Build and maintain strong relationships with State/Local agencies serving as direct contact, addressing concerns or providing feedback.
- Provide project details to States/Local permit offices and schedule meetings with ATS, state agencies, and our customers.
- Function as the resident expert for complex rules and regulations, as well as the challenges and obstacles associated with transporting permitted moves.
- Participate in project planning and excess dimension meetings.
- Track gains/losses for permits, police, utilities and other stats to make improvements to efficiency and productivity; create and maintain resources, processes, and tools.

Education and Experience
- A 2- or 4-year degree in a customer driven environment and/or three to five years of training in a related area such as operations or transportation.
- Experience in the transportation industry and over-dimensional permitting preferred but not required.
- Experience in developing strong relationships department-wide to effectively manage, plan, and prioritize department workload.
- Strong customer service, time management and basic math skills with a drive for results, perseveres in the face of resistance or setbacks in a fast-paced environment.
- Strong problem solving, research, and analytical skills to implement logical and creative conclusions and make well-informed quick decisions and apply influential negotiation skills to persuade.
- Ability to work as a team member, amenable to a variety of work projects; provide and receive feedback to build a positive team spirit.
- Strong interpersonal skills; able to establish trust and rapport with all levels of staff. Able to relate effectively to diverse cultures.
- Ability to persevere in an ever-changing work environment; able to deal with frequent change, delays, and unexpected events.
- Ability to foresee trends and changes that occur and will affect permits and routes.

Compensation & Benefits
- Total cash compensation range of this position is $66,000 to $91,000 including a base salary range of $60,000 to $85,000 and first-year training incentive of $6,000. Base salary offered is determined by relevant experience, education, certifications, and geographic location as compared to others doing substantially similar work. In addition to the base salary, employees may be eligible for performance-based incentives, which can vary depending on individual and/or company performance.
