The United States Geological Survey (USGS) Experienced Services Program (ESP) was established to create a unique partnership to help solve the workforce issues facing government agencies. The USGS ESP connects experienced workers (age 55+) to provide scientific, technical, and administrative services in support of the USGS mission. The experienced workers participating in the ESP are referred to as Enrollees and are not employees of USGS or National Experienced Workforce Solutions (NEW Solutions). NEW Solutions is the ESP non-governmental organization responsible for administrative aspects of the ESP, and the Enrollees work under USGS direction based on the functions in this job description. USGS ESP Enrollees benefit from the opportunity to mentor and to engage in gainful project-based work, and to undertake meaningful tasks using their experience and talent to contribute to the environment, the national economy and their own financial security. A background security investigation may be required prior to start date. Location, hours and hourly pay are noted in this position description. USGS ESP positions are meant to provide temporary support with this position being funded for approximately 884 hours at 17 hours per week. (this is subject to change based on budget and other factors). This position is 100% remote.

Qualifications:
Minimum of 15 year(s) of experience in Federal Acquisition and/or Financial Assistance OR BA/BS Degree in Contract Administration, Business degree or related degree. OR Previously completed training in FAC-C
- Experience is Federal Acquisition Regulations procedures (service, supplies, GSA, simplified acquisition, IDIQ, BPA) and Financial Assistance.
- Experience required with Windows, MS Word, MS Excel, MS SharePoint, MS Teams, MS Outlook, Adobe
- ART
Duties:
Provide cradle to grave acquistion and financial assistance duties. The enrollee provides formal advertising and/or negotiated methods of contracting and financial assistance support and guidance to the Bureau/Agency customers and team members and performs pre-award and/or post-award functions using a wide range of contracting methods and types to procure purchases ( e.g., price redetermination provisions, cost reimbursement, contracts with incentive provisions in supplies, systems, services, equipment, and/or construction). The enrollee drafts replies to other Bureaus/Agencies, appeal boards, or Congressional inquiries for management review and approval.
- The Enrollee will provide acquisition and financial assistance duties on Receipt of Purchase Request and support document. 20%
- The Enrollee will provide acquisition and financial assistance duties on requisition planning and solicitation or request for application (posting and monitoring) 20%
- The Enrollee will provide acquisition and financial assistance duties to Issue awards 40%
- The Enrollee will provide acquisition and financial assistance duties on Contract or Financial Assistance Administration. 20%
