Highway Maintenance Lead

Definition and Examples of Work

  • Serves as the lead worker with a crew of maintenance workers and equipment operators.
  • Directs the activities of a small highway maintenance crew working with equipment operation or doing maintenance work.
  • Explains and demonstrates work procedures and methods.
  • Performs work tasks such as patching and sealing road surfaces, painting traffic lines, mowing right of way, seeding and sodding, litter and trash clean up, cleaning and grading ditches and shoulders, cleaning drainage structures, repairing bridge decks, and erecting, removing and repairing snow fence, guardrails and signs.
  • Maintains equipment, material, personnel and payroll records and prepares related reports.
  • Assists mechanics in making major repairs and performs light maintenance and servicing work in connection with the operation of heavy equipment.
  • Operates hand tools, air tools, and power tools and light and heavy construction equipment including dozer, track loader, track excavator, backhoe, skid steer, high loader, road grader, front wheel loader, paint striper, sweeper, dump truck, tow plow, brine truck, mini excavator, chainsaws etc.
  • Additional duties may be assigned as business needs require.

This position works independently and as part of a team, including providing input and problem solving with others to complete tasks. The position delegates to others, provides coaching and training in a formal/informal manner, and is responsible for providing performance feedback. Provides input to decisions regarding hiring, promotions, employee discipline, termination, and other employee status decisions. Negotiation and persuasion is used with internal/external customers and/or vendors. Decision making is typically done in conjunction with others. Successful completion of job tasks impacts operating costs, internal system, customer satisfaction, and external company image/liability. Work is reviewed for overall quality and effectiveness in meeting work requirements.

  • Primarily works in outdoor environment, with occasional work in office or shop environment. Frequent driving between work sites is required.
  • Frequently works outdoors in all weather conditions with exposure to high heat, cold, wind, dust, high humidity.
  • May frequently be exposed to moderate to loud noise, fumes, airborne particles, and chemicals; occasional exposure to chemicals.
  • May occasionally work in confined, enclosed spaces, underground or elevated above the ground.
  • May work in adverse weather conditions, such as icy and snowy conditions, for extended periods of time.
  • Requires use of personal protective equipment as needed.

QUALIFICATION

Required Knowledge, Skills and Abilities

  • Knowledge of the equipment, material and practices used in highway and bridge maintenance and repair.
  • Knowledge of the applicable work safety rules and procedures.
  • Ability to organize and supervise employees performing manual, semiskilled, and skilled tasks.
  • Ability to read basic engineering plans and drawings.
  • Ability to operate and perform minor repairs to hand tools, power tools, and light and heavy highway and bridge maintenance equipment, including dozer, track loader, track excavator, backhoe, skid steer, high loader, tractors, mower, dump truck, mobile sweeper, road grader, plow truck, rock saw, asphalt mill, lifts, welder, torch, drills, air compressor, crack sealer, fork lift.
  • Ability to operate computer, phone and general office equipment and peripherals.
  • Ability to understand and follow written and oral instruction.
  • Ability to maintain records and prepare basic reports.
  • Ability to establish and maintain effective working relationships with employees, supervisors and the public.

Required Education and Experience

  • High school diploma or equivalent.
  • Minimum three years of experience in highway maintenance and repair.
  • OSHA training

Certification, License, Registration

  • CDL Class A with tanker and air brakes endorsement
  • Defensive driving
  • CPR/First Aid
  • Chemical applicators license
  • Snow plow training, preferred
  • Underground storage tank operator certificate, preferred
  • Hazmat supervisor classes, preferred
  • Dig safe classes, preferred
  • Surface treatment, preferred
