Supply Chain Operations Specialist
SUMMARY:
This evolving position is located in the Operations Division with the Oklahoma City-County Health Department (OCCHD). The incumbent is primarily responsible for directing, developing and performing logistics management operations that involve planning, coordinating, and evaluating the logistical actions required to support all OCCHD operations. This position entails identifying the specific requirement for money, staff, assets, facilities, and services needed to support the OCCHD logistics program. This position will require correlating those requirements with program plans to ensure that the needed support is provided. Knowledge of the OCCHD program planning, funding, and management information systems will be required. Broad knowledge of the organization's functions, activities, involved in providing a logistics program will be required.
PRINCIPLE DUTIES AND RESPONSIBILITIES:

ESSENTIAL JOB FUNCTIONS:
- Identify all activities that will be involved in providing logistical support to the OCCHD programs.
- Develop comprehensive logistics program plan in support of or to be incorporated into overall OCCHD plans.
- Monitor and track progress toward meeting the logistics program plan and identify the cause and impact of delays or other problems.
- Adjust plans and schedules for all related actions as required by delays or changes to the logistics program plan.
- Evaluate the OCCHD for logistical feasibility, efficiency, and economy to develop alternatives when needed.
- Scheduling work assignments.
- Supervising employees in separate areas by direct observation and review of job product.
- Monitoring and evaluating employee performance, attendance, and leave utilization.
- Generating performance evaluations of employees.
- Maintains supervisory documentation and files on all employees supervised, including training, performance counseling, attendance, time and leave
- Reviews all timesheets against leave requests and supervisory documentation to ensure timesheets are properly completed before approving.
- Documents all overtime worked by FLSA employees and ensures payment of overtime at time-and-a-half or compensable time off is taken within the operational guidelines.
- Ensures that incident reports are completed and submitted on all incidents in a timely manner.
- May facilitate community presentations and/or attend community meetings at the direction and approval of the Executive Team.
- The acquisition and training of staff.
- Preparing recommendations to the Procurement Officer for the procuring of materials, indicating the types of items, and quantities.
- Planning and determining the distribution and positioning of supplies among major supply stations and stock points.
- Planning and determining current and future supply requirements to meet program needs.
- Utilization of electronic data processing systems as integral parts of material control, record, and data communications systems.
- Use of scientific or business type decision rules and formulas to make material control decisions that optimally balance cost and material support effectiveness.
- Development and implementation of various material standardization programs.
- Monitoring the quality of input and output of automated inventory management systems and recommending system and programming changes to improve the timelines, accuracy, and utility of inventory information for users.
- Reviewing and analyzing operational reports and plans, work schedules, planned requirements, and other data to determine and advise on compatibility of planned support programs.
- Determining, initiating, and coordinating required actions by establishing and maintaining liaison with inventory managers, contractors, or vendors to schedule or advise as to timing of procurement, delivery, or emergency transportation to the Procurement Officer.
- Completes required training in support of duties and responsibilities of this position.
- Driving to off-site locations to perform job duties as needed.
- At the direction of OCCHD Chief Executive Officer and Chief Health Officer or designee, the incumbent will be assigned a variety of specific job duties and responsibilities as a member of the OCCHD Emergency Preparedness and Response Program Team (i.e., Public Health Preparedness and Response Program). Also, as a member of the Emergency Preparedness and Response Program Team, the incumbent is required to complete all necessary emergency responder training and may be designated as a member of the first-responder team.
- In accordance with our designation of a PHAB Accredited health department and explicit commitment to a culture of continuous quality improvement, employees will receive Quality Improvement (QI) training deemed necessary by their supervisor.
QUALIFICATIONS/REQUIREMENTS:
-Bachelor's or Master's degree in Procurement, logistics management, supply chain management, or related field
-Five years of procurement, logistics or supply chain management experience preferred
-Valid Oklahoma driver license required

WORKING CONDITIONS:
-Primarily indoors in climate-controlled building, but may be required to work outdoors occasionally in inclement weather
-No smoking or use of non-smoking tobacco products is allowed at any time while conducting OCCHD business or in OCCHD vehicles or on OCCHD property
-No use of cell phones or the use of electronic wireless communications devices used to write, send or read a text- based communication while driving a motor vehicle on OCCHD business
-Subject to driving to off-site locations in varied weather
-Subject to working near or with operating machinery
-OSHA category: performs tasks that involve no exposure to blood, body fluids, or tissues
PHYSICAL REQUIREMENTS:
-Arm/hand steadiness and digital dexterity enough to use equipment such as computer keyboard, testing equipment, and hand tools
-Vision enough to read computer printouts, hand- or machine-generated documents, labels, etc., as well as print on computer monitor
-Visual acuity enough to distinguish between colors of objects
-Speech and hearing enough to communicate with others, both via telephone and face-to-face
-Flexibility and coordination enough to bend, stoop, stand, walk and to crawl to perform essential functions of the job
-Flexibility and coordination enough to operate a motor vehicle as needed
-Strength enough to lift and carry objects weighing up to 35 pounds
WORKING RELATIONSHIPS:
This position requires frequent contact with other employees and with outside contractors to give and receive information and/or to provide assistance. The incumbent may be required to interact with clients and the public in the performance of the job. The incumbent may be required to occasionally deal with temperamental people.
SUPERVISION GIVEN AND RECEIVED/ACCOUNTABILITY:
This incumbent is under the supervision of the immediate supervisor. Work product is subject to both specific and general review. This position has accountability for budget, money and materials; and the incumbent makes recommendations which result in the expenditure of significant funds.

Employees who fall into the following categories are in conditional employment positions: a) Chief Executive Officer and Chief Health Officer; b) Senior Executive Team, Executive Team and Leadership Team employees who serve at the pleasure of the OCCHD Chief Executive Officer and Chief Health Officer; c) certain other OCCHD employees whose salaries, benefits, and/or overhead are based on available funds such as, but not limited to, revenue generating contracts, grants, or fee-for-service revenue. In other words, this means that if the funding or the program is terminated, cancelled, or non-renewed, your employment terminates automatically. This position may be partially or fully funded by a grant.
OTHER DUTIES AND RESPONSIBILITIES:
-Must have an operating vehicle available for use when field duties are required
-Will be compliant on recommended immunizations required by the CDC as a healthcare worker and as defined within the scope of Emergency Response within 30 days of hire. Exceptions accepted with documented medical or religious accommodation. OCCHD will provide vaccinations at no charge to employees.
-May be required to work outside of regular business hours or assigned shift hours due to job responsibilities
