NEW Solutions connects experienced workers (ages 55+) with the National Park Service (NPS). These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

Qualifications:

BA/BS Degree in Historic preservation principles, practice, and methods with minimum additional experience of 20 year(s) in Historic preservation

  • ? In depth knowledge of historic structure preservation principles, practices, and methods in order to investigate, classify, and document the condition of historic structures, and then oversee planning, design, and construction work performed by project crews or contractors necessary to preserve structures, remove modern alterations, and/or restore original design.
  • ? Ability to plan and carry out assignments, adapt established historic preservation guidelines for application to specific projects, analyze the results, and recommend changes to existing procedures and methods.
  • ? Specific knowledge and/or experience in historic preservation methods that can be applied to 17th to early 20th century period buildings. Knowledge of modern building techniques and practices in order to apply knowledge to the preservation of historic fabric and prevent irreversible damage to historic structures.
  • ? Knowledge of Federal regulations, Departmental and Bureau policies, and other relevant guidance and requirements governing historic preservation in national parks, as well as a broad understanding of NPS park management concepts and practices.
  • ? In-depth knowledge of project management concepts, principles, practices, and accountability standards to ensure compliance with scope of work and available funding as well as track projects from development through to completion.
  • ? Skill in the use of a wide variety of modern and historic tools in order to train and direct others in the use of these tools.
  • ? Structural and scientific knowledge of wood, stone, and masonry for the purpose of identification and use as engineering material, both modern and historic.
  • ? Skill in the recognition and identification of causes of deterioration in wood, stone, and masonry; and the application of modern prevention measures and stabilization techniques.
  • ? Ability to prepare and read specifications and drawings, and to convert this knowledge into meaningful terms to subordinates for understanding of their particular assignments.
  • ? Ability to establish and maintain effective working relationships with others, and within the framework of a team made up of people of various backgrounds.

Duties:

Enrollee will be working with the GOGA staff to document, preserve, restore, rehabilitate, and reconstruct historic buildings, structures and ruins for the purpose of historic preservation and public access. The enrollee will independently plan and execute duties according to former project precedents, plans and procedures. They will investigate and document conditions of historic structures, oversee planning, design and construction work performed by project crews and contractors, and will remove modern alterations and/or restore original design.

  • Historic Preservation Analysis: Independently investigate, classify, and document the condition of assigned historic buildings, structures, and ruins for the purpose of determining and documenting original condition and alterations. Research building files, historic photos, reports, and records of previous work in order to determine where established preservation treatments must be adapted and/or revised. Conduct site visits to document, analyze, and identify deterioration in wood, stone, and masonry. Prepare detailed drawings that document missing areas and/or portions of historic buildings, structures, and ruins. Document and detail missing portions such as roofs, gables, chimneys, windows, shutters, masonry, stairways, hardware, flooring, walls, etc. Base drawings and findings on established park plans, established period designs, past project files, previous analysis of building fabric, and on the incumbent?s knowledge of 17th to early 20th century period buildings, modern and historic building techniques and practices, and modern prevention measures and stabilization techniques.   20%
  • Historic Preservation Project Development: Draft materials for the completion of required compliance under the National Historic Preservation Act and/or the National Environmental Policy Act; develop and document project costs and material and labor estimates; develop and prepare material and labor lists; prepare work plans; and determine craft staging and special tools requirements.   30%
  • Historic Preservation Project Execution: Assist project coordinator with the execution of projects dealing with fabric and structural integrity of historic structures within the National Park Service (NPS). Assist with drawings and instructions to crew craftsman and/or contractors to ensure a faithful duplication of original techniques and a blending of new areas and/or portions into the original historic fabric of the structure. Schedule and coordinate site preparation as well as project safety and logistics. Perform the highly skilled craftsmanship peculiar to a restoration such as duplicating original features, the fabrication of special hardware, and the stabilization of decayed fabric. Collaborate with contractors, suppliers, craftsmen, and appropriate labor unions. Help ensure project compliance with established plans and specifications and necessary period craftsmanship. Monitor work continually and be observant in recognizing when work should be halted or reorganized as in the case of discovering new or previously concealed evidence which may alter the restoration. Report on work progress.   40%
  • Records Management and Administration: -Maintain written and photographic records of all work performed -Document successful techniques on methods of duplicating early finishes. -Develop preservation guides for the continued preservation of historic structures. -Track and monitor fiscal records and ensure that budgets and time schedules are met. -Facilitate equal opportunity in employee and contractor activities. - Continuously participate in the development of an effective safety program for project personnel, visitors, and contractors. -Assist in training maintenance personnel in the use of modern and historic tools for the purpose of historic preservation.   10%
