NEW Solutions connects experienced workers (ages 55+) with the Bureau of Land Management (BLM). These experienced professionals provide administrative, scientific, technical, and other professional skills that support to the Bureau of Land Management through the Experienced Services Program (ESP).

This is a remote position that supports the Bureau of Land Management New Mexico State Office.

Qualifications:

BA/BS Degree in Petroleum Engineering with minimum additional experience of 20 year(s) in oil and gas production reporting.

Duties:

Consistent with 43 C.F.R. Part 16, this project will support the development of natural gas, which includes helium, and by doing so, privatize the sale of helium resources from public land and the collection of helium royalties paid to the United States. The project supports and directly facilitates implementation of Executive Order 14154 and Secretarial Order 3418 "Unleashing American Energy". It will encourage helium exploration and development, strengthen helium supply chains for the United States, and protects the United States' economic and national security and military interest by ensuring helium, a strategic gas, remains domestically accessible and available. The enrollee will provide direct support to the Federal Leased Lands, and developing production accounting processes to ensure accurate reporting of federal helium production and collection of federal helium royalties. The enrollee will draw upon their production reporting experience with the Office of Natural Resources Revenue (ONRR) to ensure helium production reporting and royalty collection align with reporting and royalty collection practices used at ONRR. The enrollee will develop a procedure for identifying when back royalties are owed and coordinate with the Office of the Solicitor to develop a process for collection of any back helium royalties due. The enrollee will work with current Helium Payment Analysts, Helium Payment Technicians, and field going personnel to train them on the use of ONRR?s MRMSS Analytical Reporting Tool to better account for helium royalties.
