NEW Solutions connects experienced workers (ages 55+) with the National Park Service (NPS). These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions.

Qualifications:

BA/BS Degree in Construction Management, Engineering, or Architecture with minimum additional experience of 10 year(s) in Construction Management

  • Understanding of planning/design and construction projects and capable of identifying project needs, schedules, guides, and reports. Broad knowledge of cost accounting principles, cost analysis techniques, business procedures and practices. Ability to participate with interdisciplinary teams.
  • Experience required with Windows, MS Word, MS Excel, MS Teams, MS Outlook
Duties:

The cost estimator shall review building design documents (drawings, specifications, cost estimates, reports, etc.) to determine if the design approach complies with National Park Service cost estimating standards and to confirm if the design is within the scope and budget established for the project. These reviews are quality assurance reviews (as opposed to quality control reviews). They are expected to inform the project manager as to whether the overall design is of a quality that will lead to a biddable and buildable project with minimum RFIs and modifications.

  • Early Project Development - Projects are primarily complex and/or high value that often require multi-disciplinary approach to scoping needs and developing planning-level construction cost estimates that take into account National Park Service standards or practice in addition to general industry standards to ensure adequate budget requests and successful project completion.   80%
  • General - Provide guidance to other regional and park staff on cost estimating best practices.    20%
