NEW Solutions connects experienced workers (ages 55+) with the U.S. Fish and Wildlife Service (FWS). These experienced professionals provide administrative, scientific, technical, and operational support to the U.S. Fish and Wildlife Service through the Experienced Services Program (ESP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions.

Qualifications:

Minimum of 5 year(s) of experience in developing compatibility determinations, NEPA documents, understanding of refuge policies, serving as a deputy or refuge manager or planner or equivalent, writing National Environmental Policy Act (NEPA) documents. OR MA/MS Degree in Natural resource management, planning, policy OR Previously completed training in Refuge Improvement Act experience helpful

  • Organized, good communicator, strong writer, strong accountability with follow through as work will be highly independent, ability to learn and adapt to new policies and guidance. Experience as a Conservation Planner or equivalent, experience developing compatibility determinations, serving as NEPA documents and CCPs, step-down plans, or resource management plan-type documents.
  • Experience required with Windows, MS Word
  • knowledge of GIS helpful but not required
Duties:

Complete compatibility determinations (CD) and prepare associated National Environmental Policy Act (NEPA) compliance documentation related to refuge management. Provide writing support for Comprehensive Conservation Plan (CCP) and step-down plan development. This work includes, but is not limited to, coordinating with the refuge and regional office to research, write, and revise planning documents and shepherd them through the review and approval process both internal and external (including public notices and comment periods).

  • Coordinate with individual refuges and regional office to complete CDs, NEPA documents, and step-down plans. This can include meetings, written and verbal communications, developing tracking and review procedures, etc.   25%
