For over 25 years, National Experienced Workforce Solutions (NEW Solutions) has specialized in connecting experienced workers (ages 55+) with full-time and part-time job opportunities that support the critical missions of Federal Agencies across the United States.

NEW Solutions connects experienced workers (ages 55+) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.

Qualifications:

Minimum of 30 year(s) of experience in Plant Science, Plant Systematics, Plant Breeding, Plant Genetics, Plant Genetic Resources. OR PhD Degree in Plant Science, Plant Systematics, Plant Breeding, Plant Genetics, Plant Genetic Resources.

  • Professional knowledge of and demonstrated professional experience with in-depth knowledge of and intensive background in the advanced theories, principles, concepts, practices and methods of the following and/or related disciplines - plant science, plant systematics, plant breeding, plant genetics, and plant genetic resources and related sciences such as microbiology, genomics, molecular biology, plant physiology, crop science, and horticulture.
  • Knowledge of the interrelationship of the assigned area of research, infrastructural, and gene bank programs to other specializations within ONP.
  • Knowledge demonstrated through authorship of peer-reviewed scientific publications, highly technical accomplishments, and contributions to a body of science that establish the incumbent as a widely recognized leader in the scientific community of his or her area of expertise related to the assigned position.
  • Skill in formulating highly technical recommendations involving a wide variety of specialized and complex research, breeding, infrastructural, and gene bank projects, programs, and initiatives in assigned areas.
  • Ability to work collaboratively with National Program Leaders, research scientists, breeders, gene bank personnel, information technology staff and other experts in research, breeding, infrastructural, and gene bank projects, programs, and initiatives in other areas of specialization within ONP.
  • Knowledge of crop agricultural and consumer problems that adversely impact crop agricultural production, marketing and utilization.
  • Ability to keep abreast of the latest technical developments in this country and throughout the world to provide an awareness of how they could influence his/her overall recommendations and decisions.
  • Knowledge of management and administrative principles and practices to accomplish long-range program, project, and initiative planning and evaluation.
  • Communication skills in order to cooperate with researchers, gene bank personnel, breeders, information technologists, research leaders, line managers, and others who impact on research, infrastructural, and gene bank planning and leadership.
  • Communication skills in order to meet, elicit cooperation from, and deal effectively with both domestic and international scientific and stakeholder contacts.
  • Ability to organize, lead, and chair groups of highly technical experts for the purpose of formulating recommendations on and directing and coordinating national research programs.
  • Interpersonal skills and technical ability to work cooperatively and successfully with other agencies, groups, and industry.
  • Verbal and written communication skills to present information clearly and concisely.
  • Experience required with Windows, MS Word, MS Excel, MS PowerPoint
Duties:

The general function of this position is to support ARS?s extensive programs in crop genetics, genomics, genetic resources, and genetic improvement. This will comprise providing extensive subject-area expertise to successfully advance and underpin the numerous research, infrastructural, service, and training programs, projects, and initiatives in USDA/ARS National Program 301 Plant Genetic Resources, Genomics, and Genetic Improvement.

  • Serve as the lead writer/author of the 2nd US Country Report about Plant Genetic Resources for the UN Food and Agriculture Organization Commission on Genetic Resources for Food and Agriculture.   25%
  • With ARS plant geneticists and genetic resource scientists, write a guide for applying genetic/genomic data to ARS?s plant genetic resource management program.   25%
  • With ARS plant geneticists and genetic resource scientists, develop ARS National Plant Germplasm System ?Success Stories? that document the key role NPGS germplasm in ARS?s research discoveries and cultivar breeding.   20%
  • Assist ARS National Program Leaders with developing/writing programmatic summaries or ?roadmaps? for crops for which I have been a subject matter expert.   15%
  • Assist NP 301 National Program Leaders as needed to advance the overall goals of NP 301 numerous research, infrastructural, service, and training programs.   15%
