NEW Solutions connects experienced workers (ages 55+) with the USDA Agricultural Research Service (ARS). These experienced professionals provide administrative, scientific, and technical support to the Agricultural Research Service through the Experienced Worker Program (EWP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions. The enrollee shall not sign federal documents, authorize the use of federal funds, nor initiate or conduct federally funded research projects. The enrollee shall not author articles for publication as a federal employee, nor coordinate scientific research between the Government and private industry. The enrollee shall not present themselves as a Government employee or Government representative at meetings both foreign and domestic or when coordinating federal agencies? areas of research. The enrollee shall not make decisions on federally based research on behalf of Government policy makers, and the enrollee shall not supervise any Government employees.

Qualifications:

Minimum of 25 year(s) of experience in Animal Health Research and Development; Viral Disease Expertise; Foreign Animal Disease expertise. OR PhD Degree in Animal Health; Viral Pathogens; Vaccinology; General Animal Health.

  • Professional knowledge of and demonstrated professional experience with the modern science and technology, advanced theories, principles, concepts, practices, and methods of the following and/or related disciplines ? foreign animal disease, diseases of viral origin, vaccine development, microbiology, molecular biology, and livestock health and production.
  • Knowledge of the interrelationships and synergies that exist across other specializations within ONP.
  • Knowledge demonstrated through authorship of scientific publications, highly technical accomplishments, and contributions to a body of science that establish the incumbent as a widely recognized leader in the scientific community of his or her area of expertise related to the assigned position.
  • Skill in formulating highly technical recommendations involving a wide variety of specialized and complex animal diseases including the molecular basis for developing effective vaccines to reduce the impact of, or eradicate diseases, of high animal- and economic- impact.
  • Ability to work collaboratively with National Program Leaders, Center Directors, and research scientists toward animal health and production initiatives linked to other areas of specialization within ONP.
  • Ability to keep abreast of the latest technical developments in this country and throughout the world to provide an awareness of how they could influence his/her overall recommendations and decisions.
  • Knowledge of management and administrative principles and practices to accomplish long-range program, project, and initiative planning and evaluation.
  • Communication skills in order to cooperate with researchers, research leaders, information technologists, technology transfer personnel, line managers, and others who impact animal health research and response.
  • Communication skills in order to meet, elicit cooperation from, and deal effectively with both domestic and international scientific and stakeholder contacts.
  • Ability to organize, lead, and chair groups of highly technical experts for the purpose of formulating recommendations on and directing and coordinating national research programs.
  • Interpersonal skills and technical ability to work cooperatively and successfully with other agencies, groups, and industry.
  • Verbal and written communication skills to present information clearly and concisely.

Duties:

The general function of this position is to support ARS?s extensive programs in animal health, with a focus on foreign animal diseases (African Swine Fever, Food and Mouth Disease, etc.), diseases of high-level domestic consequence including Highly Pathogenic Avian Influenza, and support for livestock and poultry health prevention, intervention, and eradication efforts. This will comprise providing extensive subject-area expertise to successfully advance and underpin the numerous research, infrastructural, service, and training programs, projects, and initiatives in USDA/ARS National Program 103 ? Animal Health.

  • Provide expert advice to NP 103 scientists on the research of countermeasures for priority foreign and domestic animal diseases.   25%
  • Provide expert advice to NP 103 scientists on the development of countermeasures for priority animal diseases.   20%
  • Provide expert advice and support to ARS administrators, NP 103 national program leaders and scientists to enable the technology transfer of ARS countermeasures? inventions for priority animal diseases.   20%
  • Provide expert advice and support to ARS administrators, NP 103 national program leaders and scientists in the establishment of strategic public-private partnerships to advance the development of countermeasures for priority animal diseases.   20%
  • Provide expert advice to ARS administrators, NP 103 national program leaders and scientists to address emerging issues, as needed.   15%
