NEW Solutions connects experienced workers (ages 55+) with the National Park Service (NPS). These experienced professionals provide administrative expertise, facilities management, natural and cultural resource planning, and a broad array of other professional skills that support the National Park Service through the Experienced Services Program (ESP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEW Solutions. An ?Enrollee? is a participant in a grant program established through a Cooperative Agreement funded by the agency and administered by NEW Solutions.

Qualifications:

BA/BS Degree in English and paralegal experience with minimum additional experience of 10 year(s) in paralegal experience including experience with FOIA

  • Must have a strong working knowledge of DOI/NPS organization, governing laws, and FOIA polices
  • Experience required with Windows, MS Word, MS Excel, MS Teams, MS Outlook, MS SharePoint, Adobe Acrobat
Duties:

The enrollee will assist in managing the FOIA Office in order to ensure timely review and response of incoming FOIAs, support related to ongoing FOIA litigation, and to reduce the backlog through increased processing capacity.

  • Processing FOIA cases: Coordinate and track staff review and response, maintain FOIA response worksheet to ensure timely response to ongoing FOIAs. In coordination with Regional and SOL FOIA staff, provide direct and substantive review and response to records related to ongoing FOIA litigation.   40%
  • Use Adobe Acrobat Pro v. 10 or later to review and mark for redaction all content within the responsive records that is protected under one or more of the 9 Exemptions contained in FOIA. Notate the qualifying exemption used for each redaction. Identify and separate records belonging to other federal agencies requiring referral under FOIA regulations. Coordinate with Monitor to prepare referral for transmittal.   20%
  • Develop and maintain sharepoint-based FOIA Records management system including maintenance of the PORE FOIA Teams site. If stored on a portable drive, secure the storage device under lock and key when not in use. The files contained within are considered sensitive until publicly released. Log details for each record in the FOIA case spreadsheet to track document names, page counts and whether documents are non-responsive, full release, full withhold, or whether exemptions apply.   10%
  • Notify the Monitor and Solicitor (SOL) once records marked for redaction are ready for review. The SOL will review the marked redactions for consistency with FOIA. SOL may inquire about reasoning used when marking records for redaction. Enrollee will need to answer SOL?s questions via email or participate in discussion with SOL and/or Monitor.    20%
  • Following SOL concurrence with marked redactions, the participant will notify Monitor and apply the redactions. NPS will be responsible for posting the document on FOIAonline, or emailing records to requestor.   10%

  • Cybersecurity (FISSA), Privacy, Records Management, Section 508 Compliance, Controlled Unclassified Information Reference Guides, and the DOI Rules of Behavior (IMT)
